CITY REQUIREMENTS AND REGULATIONS

Municipalities are required to allow operation of cannabis businesses licensed by the State of Minnesota. Once the State license is issued, the City will regulate these businesses locally by issuing a local registration. At lease once a year, cities are required to conduct compliance checks of every cannabis and hemp business.

The City adopted an ordinance covering specific local regulations, including maximum number of registrations to be issued and cost of registration.

  • The City is required by State to allow at least one registration per every 12,500 residents, which would be at least one in the City of Grand Rapids. The City Council approved a maximum of one registered cannabis business (not including a Municipal store.)

CANNABIS RETAIL REGISTRATION


NUMBER OF CANNABIS REGISTRATIONS AVAILABLE:  There are currently no registrations available.

Please review the steps below and submit complete registration information to the City Clerk's Office for processing.

  • Completed & signed Retail Cannabis Business Registration Application including
    all required documentation listed in the registration.
  • Completed, signed and Notarized Authorization for Background Check(s) for all owner's of record.
  • Annual Registration Fee:          Initial Fee: $500.00         Renewal Registration: $1,000.00

Lower-Potency Hemp Edible Retailers

LOWER-POTENCY HEMP EDIBLE BUSINESS REGISTRATION

In addition to an OCM-issued license and endorsement, Lower-Potency Hemp Edibles Retailers (LPHE-R) license holders must also obtain a retail registration from the City of Grand Rapids before the business can begin retail sales. The retail registration fee is waived for 2025.  Retail registrations will be issued after a business receives a license from OCM, pays the retail registration fee and is in good standing on any applicable property taxes and assessments.  

  • Annual Registration Fee:    $125.00   Registration fee is deferred until annual license & registration renewal in 2026.
